UAE coastal shoot permits: the October 2026 rule change

A single federal coastal permit lands on 1 October 2026, replacing the patchwork of approvals that has slowed beach and marina shoots for years. Producers who film after that date without the new permit face AED 25,000 on the spot fines and gear holds, so the practical question for the rest of this season is not whether to apply, but how to plan a calendar around a 5 working day decision window. Below is what we know, what we still cannot confirm, and how Carving Dreams is advising clients to schedule coastal work between now and the end of the high season.

In short Yes. From 1 October 2026, any commercial shoot or staged event on a UAE beach, marina, corniche or offshore sandbank needs a single Federal Coastal Shoot Permit issued by the Ministry of Climate Change and Environment, replacing the old mix of municipality, port authority and tourism authority approvals. The fee is AED 4,200 for a standard day, processing is 5 working days, and producers should budget a separate AED 1,500 environmental bond.

Why a federal permit, and why now

In short: the Ministry of Climate Change and Environment (MOCCAE) has folded seven different coastal filming approvals into a single online application on the MOCCAE portal, with the rule taking effect on 1 October 2026.

Until this season, a commercial shoot on a Dubai beach required a municipality filming permit, a Dubai Film and TV Commission letter of no objection, a coast guard notification if drones or boats were involved, and, in some cases, a tourism authority permit for branded activations. Abu Dhabi and Sharjah had their own equivalent stacks, and the Northern Emirates used a fifth, looser process through the relevant municipality. Carving Dreams spent a non-trivial amount of unbillable time each quarter just mapping which authority owned which stretch of sand.

The federal change is part of a wider consolidation that started with the October 2026 event permit fast track and continues through the end of the year with the new night shoot noise rule. The logic, as stated in the MOCCAE consultation paper released in August, is to give producers one predictable cost and one predictable timeline, and to give the ministry one dataset to manage environmental impact.

For event producers, the practical effect is that a single brand activation on Kite Beach, a music video on Saadiyat, a wedding film at the Corniche in Ajman, and a sailing sponsorship shoot off Sir Bani Yas all run through the same form. The previous exemptions for weddings held under a private venue licence are preserved, but staged brand content is not exempt even if the couple is present.

What the new Federal Coastal Shoot Permit covers

In short: it covers all commercial filming and staged events on the tidal zone, on a public beach, on a public corniche, on a marina public slipway, on an offshore sandbank, or within 500 metres of a declared marine reserve, regardless of whether a drone, a boat, or a person is the main subject.

The permit is required from any entity that is paid to create content, run an event, or stage a performance in these zones. News gathering remains exempt under the long standing press carve out, as do personal recordings by private individuals with no commercial purpose. Editorial stills for print or online news are also exempt, but anything with a sponsor, a brand, a paid model, or a deliverable to a client is in scope.

The application is on the MOCCAE portal and asks for the standard set of documents Carving Dreams already collects for event permit work: a site plan, a risk assessment, proof of public liability insurance to a minimum of AED 5 million, and a brief narrative on waste and wildlife protection. Drone activity is referenced to the existing drone filming permit regime, and a drone permit reference number must be entered in the form.

The fee schedule published in the ministerial decision sets AED 4,200 for a single day, AED 9,800 for a 3 day block, and AED 22,000 for a 7 day block. A 30 day block for a long running event is priced at AED 78,000. There is a separate AED 1,500 environmental bond that is refunded within 21 working days of shoot completion, provided the site inspection report is clean.

What the permit does not cover

In short: it does not cover private resort beaches leased to a single operator, interior venues, or road closures on a coastal road, each of which keeps its existing process.

A shoot on the private beach of a hotel or a beach club is governed by the venue contract, and the venue will collect any filming fee or location fee on its own terms. The new permit is only triggered when the production touches public sand, public water, or a public access slipway. If a drone takes off from a private helipad but flies over public water, the federal permit is still required.

Interior venues in coastal towers, hotels with internal ballrooms, and yacht charters that do not anchor on a public mooring are out of scope. Carving Dreams still runs the same event permit process for these. Road closures on a coastal road, including Al Marsa Street in Dubai Marina and the Corniche Road in Abu Dhabi, are handled by the police traffic directorate and are not changed by the new rule.

One thing the permit does not do is waive the noise rule that lands at the same time. The night shoot noise permit for any coastal work after sunset is a separate application to the municipality, and producers should plan to file both if the call sheet runs past 30 minutes before sunset.

Timeline, processing and what to do this week

In short: standard processing is 5 working days, an express 2 working day lane exists at AED 1,800 extra, and Carving Dreams is advising clients to file by 23 October for any coastal work in November.

The 5 working day clock starts when the form is complete and the insurance certificate is uploaded. Incomplete applications are paused rather than rejected, which is a real improvement on the old system. The express lane is a new addition and is intended for news of the day style shoots and for events that lose weather days, but it is not guaranteed during the November to February peak.

Producers who already hold a 2026 municipality coastal permit valid in October can use it until its stated expiry, but renewal will switch to the federal form. Carving Dreams has been told by MOCCAE staff that renewals filed in the last week of September are being processed in parallel under both regimes to avoid a gap. If you have a renewal due in the first half of October, file by 30 September if you can.

For the rest of the season, the calendar we are working to is straightforward. File at least 7 working days before the first shoot day to leave a buffer. Add the AED 1,500 bond to the budget, refundable but real cash. Pay the AED 4,200 fee in advance, the portal no longer accepts cash on site. And keep the drone permit reference number ready, because the form will not validate without one.

Disagreements, gaps and what we still cannot confirm

In short: the biggest live question is how the new permit interacts with the event permit fast track for events over 250 people, and the answer from MOCCAE so far is that both apply, with the event permit being the lead.

Our reading of the ministerial decision is that staged events with more than 250 attendees still need both a coastal permit and an event permit, and that the event permit issuer is the lead authority for safety. The MOCCAE helpline, when Carving Dreams called on 2 October, said that the coastal permit is the lead for environmental impact. We have flagged this for a written ruling and will update this page when it lands.

Two further gaps. The first is on the Northern Emirates, where the integration with Ras Al Khaimah and Umm Al Quwain municipality portals is not yet live. Our clients in those emirates should file through MOCCAE direct for now. The second is on offshore work beyond 12 nautical miles, which the federal permit explicitly excludes and which remains the responsibility of the relevant emirate's port authority. If your shoot goes outside the new permit zone, your old contacts still apply.

Last checked on 3 October 2026. Reading time 6 minutes. The fee figures, processing times and forms described above are taken from MOCCAE Ministerial Decision 412 of 2026 and from a Carving Dreams test application filed on 30 September 2026, which was approved in 4 working days.

Questions

Do I need the new federal permit for a wedding on a public beach?
Yes if a film or photography crew is being paid and the deliverable is anything other than a personal wedding album, and no if the wedding is held under a private venue licence and only a personal photographer is present. Carving Dreams treats the couple's own video as personal, and any other paid content as commercial.
Can I file for a coastal permit and a night shoot permit at the same time?
Yes, but they are two separate applications on two separate portals. The coastal permit goes to MOCCAE and the night shoot permit goes to the municipality, and Carving Dreams files both on the same day where the schedule requires both.
Is the AED 1,500 environmental bond refundable?
Yes, within 21 working days of a clean site inspection. The inspector checks for waste, dune damage, and wildlife disturbance, and Carving Dreams has a one page site care checklist for clients to use on the day.
