In short: filming for personal use in Dubai needs no permit, but a planned, paid, branded or crewed shoot is professional filming and needs a Dubai Film and TV Commission permit, applied for by a UAE-licensed production house. Publishing paid or promotional content is a separate matter: the UAE's advertiser permit, now issued by the National Media Authority, costs AED 500 for visitors and is free for residents for the first three years.

Search "YouTube filming permit Dubai" and you will find two different rules mixed together. One decides whether you may film at a location. The other decides whether you may publish paid or promotional content. A creator shooting a sponsored video in Dubai may need both.
Do you need a filming permit?
The Dubai Film and TV Commission says permits are required for audio and visual productions on all media platforms, including online, and for formats that include advertisements and short-form content. Its FAQ exempts "filming for personal use". So a holiday clip on your phone is not a production; a monetised vlog shot with a crew, a brand day, or a tripod and lights on a public street is. The commission's rules do not name YouTube specifically, so where a shoot sits near the line, ask before you film rather than after.
The advertiser permit is a different licence
Separately, the UAE requires people who publish advertising or promotional content on social media to hold an advertiser permit. It was launched by the UAE Media Council in 2025, and in December 2025 the National Media Authority was established to replace the council; the permit now sits with the NMA. According to the official announcement it covers promotional content "whether their content is paid or unpaid", with exemptions for people promoting their own products or company through a personal account.
- UAE residents: the NMA lists the individual permit as free for the first three years, then AED 1,000, with a commercial licence among the requirements.
- Visitors: the visitor permit costs AED 500, is applied for through a licensed UAE advertising agency, and lasts three months, extendable to a maximum of six.
